The Local Governance Regional Resource Center (LGRRC) of the Department of the Interior and Local Government (DILG) Tacloban City Operations Office has been established in accordance with the overarching goal of the department towards excellence in local governance. The center has produced knowledge products and provided knowledge services over the years and this was done through synergy and multi-stakeholder approach. 

The establishment of both the physical and virtual LGRRC is the office’s response in creating a culture of knowledge sharing and institutionalizing the key concept of brokering and linkage between and among stakeholders thus, enabling a mechanism to systematize and converge the delivery of services to the communities. Moreover, the LGRRC serves as a bridge between the service providers and the communities for sustained development. 

The operationalization of the LGRRC of Tacloban City is guided by its brand identity of "Mabaskog nga Syudad, Maanyag nga Tacloban".

Mabaskog, the local term for resilience and Maanyag for vibrant.

Tacloban City is considered to be one of the vulnerable areas in the country that is exposed to different hazards such as flood, landslide, earthquake and storm surge. The onslaught of the Super Typhoon Yolanda last November 8, 2013 was a testimony on the vulnerability of the city and its populace to natural disasters with the loss of many lives, properties, livelihood, among others.

However, despite the threat of natural, even man-made disasters and diseases, Tacloban City has proven its resiliency, having risen above and beyond the horrific aftermath of these disasters.

The “mabaskog” or resiliency of the Taclobanons is evident in the bouncing back of the economy, job opportunities, rehabilitation of tourist destinations/spots, re-strategizing local plans for sustainable actions, re-engineering of projects for climate change proofing, to name a few.

With resiliency, its populace can expect to live in a “maanyag” or a vibrant community with the hope of a better tomorrow. Through the concerted efforts of the City Government, barangay councils and volunteers, national government agencies, non-government organization, the academic, civil society, people’s organizations, business and private sectors and the community in general, the hearts and willpower of the Taclobanons will not be undermined and persist to uphold the dignity and welfare of the community.

Moreover, in its pursuit to provide effective and efficient service to its clientele, the LGRRC of Tacloban City is influenced by the overall driving force of the region's official hashtag of #SerbisyoRehiyonOtso.

THE DILG OUTCOME FRAMEWORK

The DILG - LG Sector Outcome Framework emphasizes what we do in the Department, based on our mandate which is general supervision over local government units (LGUs), have meaning and significance in the overall design of things in our society; and are contributory to the attainment of national goals and objectives, as articulated by President Benigno S. Aquino III himself in his 16-point Social Contract with the Filipino people.  It invites us to closely re-examine our view of ourselves and to appreciate the fact that we have a more supreme reason for our existence than merely output producers: that we play a pivotal role in achieving societal outcomes that benefit both the LGUs which are our primary partners/clients and the citizenry, through the civil society organizations (CSOs), which have now become indispensable partners in local government and national development.

Being the primary agency tasked to develop and scale up the capacities of LGUs, render performance oversight and provide incentives to LGUs that excel and perform, we need to position ourselves in a way that we can greatly influence and transform LGUs into becoming development-oriented where self-reliance is a way of life, and where law and order and public safety prevail.  This will hasten the ability of our LGUs to contribute to the achievement of inclusive growth for the country and poverty reduction. 

For both to materialize fast, both the DILG and the LGUs need to be robust to meet their respective mandate, with the former needing to strengthen its internal governance capacity to shepherd and nurture LGUs to become accountable, transparent, participative and effective in rendering services to their constituents.  On the other hand, the LGUs need to strive to observe these tenets of good governance to effectively discharge their own duties and responsibilities, en route to becoming socially-protective and safe; business-friendly and competitive; and disaster-prepared and climate change-adaptive.  

Without the DILG avidly pushing LGUs to observe and practice good governance, the drive for clean, honest and good governance will not be as successful. Without the LGUs, the vision for inclusive growth and poverty reduction is likely to remain farfetched.  In short, a robust DILG helps produce robust LGUs.

STRENGHTENING OF INTERNAL GOVERNANCE

Outcome 1: ACCOUNTABLE, TRANSPARENT, PARTICIPATIVE, AND EFFECTIVE LOCAL GOVERNANCE

This is a condition when Local Government Units (LGUs) observe the most basic of tenets of good local governance that the Local Government Code (RA 7160) expects them to adhere to which are critical ingredients in making them capable of meaningfully working for and contributing to the realization of the three sub-sectoral outcomes. This condition serves as the “vehicle” that can accelerate their fulfillment. 

Outcome 2: PEACEFUL, ORDERLY AND SAFE LGUs

This is a condition where LGUs ensure and maintain peaceful, orderly and safety within their respective areas of jurisdictions.

Outcome 3: SOCIALLY PROTECTIVE LGU

A condition where LGUs are capable of addressing the well-being of all members of the community specifically the marginalized and vulnerable groups, and of ensuring livability in communities.

Outcome 4: ENVIRONMENT PROTECTIVE, CLIMATE CHANGE ADAPTIVE & DISASTER RESILIENT  LGU

This is a condition where LGUs adequately and effectively protect the environment and confront the challenges posed by climate change and disasters on their constituents and community in a sustainable manner.

Outcome 5: BUSINESS-FRIENDLY AND COMPETITIVE LGU 

This is a condition where LGUs spur sustainable economic and inclusive growth by engaging business sector, promoting local trade/ businesses and generating employment. 

Outcome 6: STRENGTHENED INTERNAL CAPACITY

This means enhanced DILG competencies, structures and systems for effective and efficient service delivery. It is a condition where the DILG has adequate systems and its officials and employees have the necessary competencies to perform its (DILG’s) capacity building and performance oversight mandate.
